There are many public and private schools in Islamabad but getting admission in a public (government) or private school has become a big problem for poor and illiterate parents of slum children as young children cannot meet the admission test requirements. As per government policy a child must not be below 5 and above 6 years old at the time of admission and he/she has to pass an admission test (English, Math, Urdu, & General Knowledge). They also require hospital birth certificate, birth registration form issued by the “Capital Development Authority”, “Form B” issued by “National Data Registration Authority” Copy of Computerized National Identity Card of parents, Proof of residence (copy of allotment letter or house rent agreement) and a letter by employer of parents as prerequisite for children’s admission in school. Parents of slum children (migrated from rural areas to Federal Capital for jobs) are mostly illiterate and thus unable to fully understand and meet these requirements and as a result children suffer at the time of admission in schools. Poor parents do not afford to pay high fees (PKR3000 - 10000) per month of other private preschools. Shine Society, in consultation with local community representatives, established “Shine School System” (Children Education Program) for slum children of the Federal Capital Islamabad. In May 2012 Shine Society, in partnership with “Sharing and the Future” and Walking Church, South Korea and local community launched Shine Preschool in France Colony, F-7/4 of Islamabad to provide affordable quality education slum children. Shine Preschool enrolls 3-5 years old children of 1200 plus families of France Colony (an urban slum) in F-7/4, Islamabad and prepares them to pass the admission test of government and recognized private schools. It facilitates parents in timely completion of required documents for children’s admission in public schools. In 2013 Good Samaritan Welfare Hospital Trust also partnered in reconstruction of Shine School building damaged by 2010 flood. The 2nd branch of Shine School was opened in the community of 66 Quarters, G-7/2 (another big slum of Islamabad) on 15th August 2026.
Shine Schools regularly review and modify curriculum and teaching methodologies to meet the challenges of modern education system. The curriculum includes teaching basic English, Math, Urdu, Arts & Handwork, General Knowledge and Spiritual Development courses. Shine Schools work five days a week from Monday to Friday (8:30 am- 01:00 pm). The Academic Year runs from April – March (e.g. April 2023 to March 2024) and is divided in 3 terms’ (1st, Mid and Final Term) studies. Children are enrolled in Play Group, Nursery & Prep classes. After passing Prep class a student can easily qualify for and pass the admission test of public schools. Weekly and monthly, tests and 1stTerm, 2nd Term and Final Term exams are conducted to assess the progress of children. The Course Review Committee has modified Spiritual Development and General Courses that would be printed on availability of funds to meet the printing cost of the course books.
Shine School System hires community based staff and further develop their capacity through on job training in lesson planning, teaching methodologies, developing, reviewing and modifying curriculum to meet school need. They develop their communication skills, progress assessments of children, maintaining observed changes in attitude and behavior of children and are trained in planning and organizing children programs and parents and teachers’ meetings. “Participatory Performance Appraisal” of Shine staff is conducted biannually and annually to mutually identify key strengths and growth areas of the staff and to develop plans for staff further growth to meet the required standards.
